Prioritize Security And Transparency In PVC Distribution: NYAN Osun Calls On Inec To Commence Collection At Local Government Offices

The Office of the Speaker, National Youth Assembly of Nigeria (NYAN), Osun State Chapter, wishes to draw the attention of the Independent National Electoral Commission (INEC) to the critical importance of ensuring a secure, transparent, and orderly distribution of Permanent Voter Cards (PVCs) ahead of the forthcoming electoral process.

As a youth focused legislative institution committed to the promotion of democracy, electoral integrity, and active citizen participation, we respectfully advise INEC to commence the distribution of PVCs at its various Local Government Area offices across Osun State before extending the exercise to the Registration Areas (RAs) or polling units.

This recommendation is borne out of genuine concern for the safety of electoral materials and the need to safeguard the voting rights of every eligible citizen. Experience has shown that distributing PVCs directly at Registration Areas could expose the exercise to security challenges, including attempts by hoodlums and unscrupulous individuals to hijack or disrupt the distribution process.

By first making PVCs available for collection at the respective INEC Local Government offices, the Commission would significantly reduce the pressure associated with mass collection at the Registration Areas. It would also provide a more controlled environment where adequate security personnel can effectively monitor the exercise, protect electoral materials, and ensure that only legitimate owners receive their PVCs.

Furthermore, this approach would:

  • Strengthen public confidence in the credibility of the PVC distribution exercise.
  • Minimize the risk of electoral malpractice and unauthorized interference.
  • Enhance the safety of INEC officials, security personnel, and citizens participating in the exercise.
  • Promote a more organized, efficient, and transparent distribution process.

The National Youth Assembly of Nigeria (NYAN), Osun State Chapter, remains committed to supporting every initiative that strengthens democratic institutions and encourages greater youth participation in governance. We therefore urge INEC, security agencies, and all relevant stakeholders to work collaboratively in ensuring that the PVC distribution exercise is conducted peacefully, securely, and in accordance with global best practices.

We also call on the good people of Osun State, particularly the youth, to remain law abiding throughout the exercise and to resist any attempt by individuals or groups seeking to undermine the electoral process. The protection of our democracy is a collective responsibility.

A credible election begins with a credible PVC distribution process. We trust that INEC will give due consideration to this recommendation in the overall interest of democracy and the people of Osun State.
